Competency Development Programme (CDP)
AIM

The aim of the Competency Development Programme (CDP) is to raise the competency level of targeted employees in particular occupations within specific sectors to ensure that the national stock of skills matches the national human resource requirements for continuous economic growth.

The programme will provide training subsidy to enhance the competency level of specific members of the company's workforce to enable those employees to cope with frequent and ongoing changes in work practices.

SCOPE OF THE PROGRAMME

The programme, within the limited amount of funds available to it, will be open to employees from companies whose employment level is
250* employees or less in the private sector.

ELIGIBLE SECTORS

The proposed training will be targeted at a limited number of key skill needs which will be identified in elements of the following sectors by research and /or consultation with the relevant industry/business stakeholders and other agencies and within a FÁS prioritisation set by the financial constraints of budget availability.

Funding priority will be given towards the development of employees in the general operative category.

The following key sectors will be within the scope of the programme:

Business Related Services
Chemicals
Clothing, Footwear and Textiles
Construction
Contract Cleaning Services
Engineering /Electronics
Film and TV
Food and Drink
Logistics/Software / Transport
Motor
Printing, Paper and Packaging
Retail / Wholesale


Note:

* The company's total employment is calculated by adding together the numbers employed in all branches, subsidiaries, associate and holding companies in the Republic of Ireland.

DELIVERY OF TRAINING

Training can be delivered through two mechanisms:

(a) Commissioned Training
FÁS may seek tenders from and issue contracts to approved training organisations to design, develop, organise, promote and deliver training programmes, within the limited funds available to FÁS to prioritise elements of some of the sectors listed above.
 (b) Open Market Training
Where FÁS decides that commissioned training is not an option, financial support will be targeted at training programmes which already exist in the market place.

In both Commissioned and Open Market Training the training organisation must be on the FÁS/EI National Register of Trainers for delivering the specific programme. The training programme proposed must be set out in accordance with FÁS Training Specification Standard No. QA 58/01

Training organisations will be selected by a tendering process from the National Register of Trainers, in line with FÁS Purchasing Procedures. Contracts will be awarded to successful training organisations which will outline the terms and conditions for the delivery of training.

In line with best practice training, companies who wish their employees to participate in this programmes should contact the relevant local FÁS Training Advisor to ensure that the particular training/development needs have been clearly identified in a Training Needs Analysis* and is clearly linked to its Business Plans.

In the case of the manufacturing sector or international services sector, companies employing 10 or more may contact a HRD Adviser in Enterprise Ireland (EI) who can assist as an initial contact.

FÁS will provide a substantial contribution towards the eligible cost of this training, e.g.

60% of the agreed cost for certified programmes **.
40% of the agreed costs for programmes without certification.
10% additional funding is available when training takes place in the BMW *** region.
Note:

* Standard booklet is available from the local FÁS STB Office.

** Certifiable programmes by an approved certifying body (e.g.
HETAC/FETAC or a recognised equivalent).

*** BMW Region : Donegal, Leitrim, Cavan, Monaghan, Louth, Sligo, Offaly, Longford, Westmeath, Laois, Galway, Mayo and Roscommon.

It is envisaged that the nett amount, i.e. the agreed cost of the programme less the FÁS contribution will be paid directly to the training organisation by each participating company at the start of the programme with the balance being paid to the training organisation by FÁS upon the satisfactory adherence to the terms and conditions of the contract.

There is a maximum training subsidy of €4,000 in respect of any employee per programme in any one year. In the case of a two-year programme a limit of €4,000 will apply per year.

CLAIM REQUIREMENTS FOR TRAINING ORGANISATIONS

In order for payments to be made, claims must be submitted to FÁS within two months of the completion of the training and should
include:

a.       Invoice as per terms of contract

b.       Training Organisation Claim Form - CDP9 (fully completed and signed)

c.       Evidence of payments made by participating companies

d.       Participant Evaluation form - CDP10 (fully completed and signed).

e.       The Training Organisation will submit the End of Programme
Report - CDP 11.

f.        Companies must not be in receipt of funding from any other
source in respect of training or employment, in order to receive subsidised training under this programme.

g.       FÁS reserves the right to withhold any payment for subsidised
training, pending a satisfactory delivery of the conditions of the contract.

h.       Training organisations are required to submit a current Tax
Clearance Certificate (TC2). This certificate is issued from the local Tax Office. TC1 (Form of Application to the Collector General of Revenue for a Tax Clearance Certificate) may be obtained from the local FÁS Services to Business office.

Where the company has been in receipt of up to €100,000 in any 3 year period from state/ semi state agencies they will not be eligible for training subsidy under this programme.

REGISTRATION OF TRAINING ORGANISATIONS

Procedures and conditions for registration as an approved training organisations are available from www.fas.ie, the local Services to Business office or the Manager Competency Development Programme, FÁS, Services to Business, 27-33 Upper Baggot Street, Dublin 4.

LIMIT OF FUNDING

Each approval is subject to the availability of funds.

EQUALITY LEGISLATION

Under this programme, companies are recommended to promote a policy of equality of opportunity in the workplace. In line with the provisions of the Employment Equality Act(1998) and the Equal Status Act (2000), they are encouraged to initiate 'Positive Action Training', which focuses on achieving equality and eliminating discrimination.

EXCELLENCE THROUGH PEOPLE

Companies whose employees benefit from CDP training subsidises to the value of €45,000 over any three-year period of the programme, must have achieved the Excellence Through People standard before any further funding will be considered.

ACCESS TO RECORDS

Both companies and training organisations in receipt of subsidised training, shall grant officials of FÁS, the Comptroller and Auditor General's office and where appropriate, the European Union and the European Court of Auditors, or any other person appointed on behalf of any of them immediate access to all premises where the training
programme(s) are being carried out, and also access to records financial or otherwise maintained by the company or training organisation in connection with the training programme(s).

The company and the training organisation shall comply promptly with all reasonable requests from FAS for information relating to the training programme(s), and any of the other agencies specified herein.

PROGRAMME DURATION & CONDITIONS

The termination date of this scheme is the 31st December 2006 subject to annual review. The conditions specified here may be changed in the interim period at the discretion of FÁS.

NON SUPPORTED ACTIVITIES

The following activities are not eligible for funding under the programme:

Programmes (in-company or external) delivered by a parent or associate company or by a member of the company's own staff Conferences, Trade Exhibitions, Seminars and Workshops Apprenticeship Training Purchase of audio-tapes, records, or videos not associated with agreed training programmes The purchase of hardware equipment and software systems for training purposes Consultancy type projects associated with equipment, plants, in-company analysis, studies, maintenance and installation of systems and procedures (e.g. quality, finance, production) Capital expenditure associated with the training programme Training must be more than 3 days in duration On-going legally-mandatory training programmes


CERTIFICATION

The programmes must be designed and developed to allow for access and transfer e.g. the process by which learners may commence a programme of training having received recognition for knowledge, skill and Competency acquired.

The programme must also allow for progression e.g. the process by which learners may transfer from one programme of training to another programme where each programme /module is of a higher level than the preceding programme.

FREEDOM OF INFORMATION

The training Organisation or the participating companies shall if requested immediately give to FÁS any record as that term is defined in the Freedom of Information Act 1997 relating to any service provided under this Programme.



The Competency Development Programme is funded by the Irish Exchequer and the European Social Fund.

Please note that the Training Support Scheme (TSS) and Construction Training Incentive Scheme (CTIS) where terminated on 31st December 2002.
